Quick answer

Who collectsThe city collects City of Odessa Solid Waste Division (Public Works) collects residential trash. Homes are moving in phases from shared alley dumpsters (picked up once a week) to city rollout carts (twice a week, Monday & Thursday or Tuesday & Friday by area); the city expects the full transition to take 10-15 years (FAQ). Commercial properties and apartment complexes keep dumpsters. No curbside recycling program found; recycling is drop-off at the city's Keep Odessa Beautiful Facility.1
How oftenTrash twice weekly for rollout-cart homes (Monday & Thursday or Tuesday & Friday by area); once a week for homes still on shared alley dumpsters1
Set outCart at the curb by 7 a.m. on pickup day; may be set out the night before; remove it from the street after it is emptied. No set pickup time. Keep 5 ft from other carts, cars, trees and mailboxes; wheels toward the house; do not block sidewalks; park parallel to the curb on collection days.1
